Full Size, Not the Thumbnail
Instagram's app and website show profile pictures as small circles, 150 pixels or so, and don't let you zoom in. The account's full picture is usually much larger, up to 1080 × 1080 pixels. This viewer fetches that larger version, so you can see the photo the way it was uploaded, uncropped by the circle.
Works for Private Accounts Too
A profile picture is public on Instagram even when the account is private: anyone who searches for the account sees it. So this is the one thing that works for private accounts here. Their posts, stories and highlights stay hidden, as they should.

Will they know I looked at their profile picture?
No. Instagram doesn't tell anyone who viewed their profile or picture, and lookups here don't use an Instagram account.
What size is the full picture?
Usually 1080 × 1080 pixels for accounts that uploaded a large enough photo; older or smaller uploads come out smaller.
Can I see the profile picture of a private account?
Yes. Profile pictures are public on Instagram for every account, private or not.
Can I see an old profile picture?
No. Only the current one. Instagram doesn't keep a public history of profile pictures.
